First Source Hiring Ordinance (FSHO)

The FSHO requires City Contractors to estimate the anticipated employment opportunities they will need to fill in order to perform the service(s) in their City contract.  During the term of their contracts, any employment opportunities that may become available will need to follow the FSHO procedures.  For more details and forms, see links below:

Forms

• If your company has any anticipated job opportunities resulting from the City contract, you must submit the FSHO-1 form to the Awarding Department. 
  • FSHO-1 - Anticipated Employment Opportunities
• For Selected City Contractors, after contract is executed and when there is a new job opportunity as a result of a contract, you must complete the applicable form:
  • FSHO-E - Emergency Opportunity
  • FSHO-3A - New Job Opportunity
  • FSHO-3B - Transfer/Promotion
• For City Departments ONLY, to determine whether a contractor is subject to the FSHO:
  • FSHO-X - Departmental Application for Exemption Form
