Certification Application Review Policy

Starting November 1, 2018 applicants with their principal office in Los Angeles County will be accepted for processing.

As a streamlining effort to reduce a substantial backlog, the Centralized Certification Administration (CCA) will only accept Disadvantaged Business  Enterprise (DBE), Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) applications from firms with the principal office in the County of Los Angeles.

Firms headquartered in the County of Los Angeles bidding on City of Los Angeles projects can apply for DBE/ACDBE online at lacity.diversitysoftware.com. If your company is not headquartered in the County of Los Angeles, we encourage you to apply for free with the California Unified Certification Program (CUCP) agency at CaliforniaUCP.dbesystem.com or the California Public Utilities Commission (CPUC) through The Supplier Clearinghouse for both MBE and WBE certifications. Other agencies that we recognize are the Southern California Minority Supplier Development Council (SCMSDC) for MBE certification and the Women's Business Enterprise Council - West(WBEC-West) for WBE certification. Certification related fees may be charged by the SCMSDC and WBEC-West.
